FEMA Do we price estimates the same as we do for insurance companies?

Up here in Washington State FEMA is moving in as we are encountering major flooding. Has anyone had any experience with FEMA? Anything I should know? Can we charge O&P on Mitigation? Any help is appreciated. Thank you.
